Books like Winter tide by Ruthanna Emrys

Two decades earlier, the U.S. Government rounded up the people of Innsmouth and sent them to a desert prison, severing their ties to the ocean, their Deep One heritage, and the dormant god Cthulhu. Only Aphra and Caleb Marsh survived, emerging without memory of their past or hope for a future. In 1949, the same government that stole Aphra’s life seeks her help again. FBI Agent Ron Spector suspects that Communist spies have pilfered dangerous magical knowledge from Miskatonic University—knowledge that could transform the Cold War into a lethal conflict and bring humanity to its knees. With the government’s urgent demand, Aphra must return to the ruins of her home, rescue fragments of her lost history, and assemble a new family to confront the darkest aspects of human politics and the sheer peril of an indifferent universe.
