Books like Star Trek Enterprise - Rise of the Federation - Tower of Babel by Christopher L. Bennett

The United Federation of Planets stands at a crossroads after its first major crisis. Admiral Jonathan Archer attempts to integrate the diverse worlds of the Rigel system into the Federation, hoping to stabilize this key sector of space. While Archer and top diplomats travel to the planetoid Babel to discuss Rigel’s admission, a looming presidential race intensifies ideological tensions within the young nation, jeopardizing the talks and threatening the fragile unity Archer has worked to preserve. Meanwhile, the Orion Syndicate recruits new allies to oppose the Federation’s goals, conspiring with a hostile Rigelian faction to capture sensitive state secrets and Starfleet hostages, including a young officer of critical importance. Captains Malcolm Reed and T’Pol, along with their crews, must navigate Rigel’s varied worlds to rescue the captives before the system descends into war.
