Books like Death Is Forever by John Gardner

After the unification of Germany, the joint British–American intelligence network that operated in the former Eastern Bloc dissolves, unsettling SIS and the CIA. Their attempts to reconnect with the network, codenamed CABAL, are thwarted when the two original case officers are mysteriously killed before reaching their undercover assets. James Bond and the assertive American operative Easy St. John track clues left by the dead officers, leading them to one agent who dies en route to a meeting with Bond. Suspecting a larger plot, Bond and Easy race across Europe to rescue the remaining agents, only to discover they, too, are targets of CABAL’s former nemesis: Wolfgang Weisen, the former director of East Germany’s Security Service. Weisen, who has been on the run since the Berlin Wall’s fall, still commands a cadre of loyal, highly trained former security officers and possesses sophisticated weaponry. He intends to trap and eliminate Bond in order to facilitate his true mission—an operation aimed at destabilizing Western Europe with a single, savage act. The novel delivers tense chases, striking settings, and a climactic showdown characteristic of Gardner’s skillful storytelling.
